WiFi EAP-TLS Hostap

The vlan support in the RC system is pretty dated, going back to 2014, it
would be a cool little project to bring it up to date.   Normally I just
throw manual ifconfig commands in /etc/rc.local for vlans.

Unfortunately the if_ath, and most of the wifi stuff in DragonFly, is
pretty old.  I don't think anyone ever got it to the point where it could
be used as a wifi router.
