Can rsync be configures for daily snapshots

I think that's up to the individual mirror sites to decide what they want
to pull.  The snapshots directory keeps two months worth of snapshots and
is approximately 38GB of data.  It also adds half a gigabyte a day in new
data, so not all mirrors are going to want to pull it.
