2.8.3 Release

    I'm a bit on the fence.  So many changes have gone into master it
    may be difficult to MFC the bug fixes to the 2.8 branch.

    Right now I'm focused on stabilizing master, which is going very well
    but I am not completely satisfied yet.  There are still some networking
    issues and at least one lockup under heavy test loads.
