Whats complex about returning a frame with the
exact same payload on the same interface? Echos
are the only overhead after setup.

I'm not sure what the speed of the link has to do
with anything, as there's only one frame every 3
seconds or so no matter what speed the line is.
But last time I checked a T3 line was 90Mb/s
(FDX), and my cable modem is 10+1Mb/s.
