Conditionally removing NIS from base system

Hello

I have created a patch which removes NIS from the base system. 
The patch causes various programs to be compiled without NIS 
support, avoids compiling NIS utilities and removes NIS support
from libc.

This is very much work in progress, but works fine in my tests.
The patch works by adding a make.conf(5) setting NO_NIS which
causes NIS to be removed if defined.
