Paying someone to write a filesystem

Hello,

This might sound strange, but I would like to pay someone to write and 
then put into public domain, a "Fat64" filesystem.  I do not have the 
time nor the programming knowhow to do so, otherwise I would do it 
myself.  I am but one man, so my pocketsize is limited, but I am willing 
to pay for this to happen.

I didn't really know who to ask; but I figure the Hammer mailing list 
might be a great place to start.
