    ncurses/tic: Remove bogus definitions of _XOPEN_SOURCE_EXTENDED.
    
    XPG 4.2 aka SUSv1 aka UNIX95 is 26 years old stuff and I'm pretty
    sure that we will never support it. Our default environment is just
    fine here.
