Related report: #3347 (pctrack diagnostics).

The attached four-patch series improves the errors and prevents selected
callers from using unresolved required symbols:
# Clear requested n_type/n_value fields and improve libkvm diagnostics.
 Preserve table errors in internal callers.
# Check required symbols in dconschat, ipcs, netstat and legacy pstat TTY
 paths. Keep optional IPC subsystems usable; check IPC reads/allocations.
 Use buffered IPC errors and explicit byte counts for short reads.
# Report ccdconfig's error before closing its kvm handle.
# Add the DEBUG_PCTRACK hint only for unresolved tracking entries, and
 include the library error.
