Well, I think you're getting this wrong. The 'bootx64.efi' should be
'/EFI/boot/bootx64.efi' on ESP; so please try:
$ mount_msdos /dev/nvme0s0 /mnt
$ mkdir /mnt/EFI/BOOT
$ cp refind_x64.efi /mnt/EFI/BOOT/bootx64.efi
