pkg outside jail errors “unrecognized option”

When trying to install packages from outside of a jail, I get an error message:

# pkg --jail 1 install openjdk8
pkg: unrecognized option `--jail'
pkg: unknown command: 1

For more information on available commands and options see 'pkg help'.

However, when I read the man page for pkg, it clearly shows an option for “--jail”.  Is this or isn’t this an option?  What could I be missing that is causing this to not work?
