Taskset for Dragonfly BSD

Greetings from me!

Because I can't find a "taskset" similar tool on Dragonfly BSD (maybe
I am wrong), I create one myself: https://github.com/NanXiao/taskset.
Since I only have a VM (only one CPU) running Dragonfly BSD, I just do
some simple tests and it seems work. I am not sure whether some users
here want to try this tool, and feedback welcome.
