/dev/cd0 not available to regular users

Dear folks

I cannot make /etc/devices.conf load upon reboot each time.  I lose
the ability to play dvds.  I copied from a freebsd page

I copied the file:

I followed advice from page if I apply the advice I can access the
dvd, but upon rebooting this goes away.

Any way I can make it stick across reboots? I did not have trouble
before.  Something/s have changed and it no longer works.
