Can programs compiled in FreeBSD be executed in DragonFly BSD ?

No FreeBSD and DragonFly's system calls have diverged.  Not sure what you
mean by 'no free pascal or lazarus in dragonfly', but if it is open source
it can probably be compiled under dragonfly.
