Hi,
to sum things up, merging your comments :

We want a roadmap for a release. A roadmap is a list of reasonnable and
achievable goals we'd want to complete before the next release, but
which should not be blocking the release. If nobody wants to work on an
item, then, the item is discarded. Everybody can add an item to the
roadmap, which could be named TODO as well to make everybody happy.

The bug tracker is a good tool to handle that, using task and
milestones. But I agree, the tracker is not central enough. Maybe adding
a link to the next milestone in the main page, and posting
status/reminder on the list could solve this issue.

I think it's a good idea, since it'll hilight easy enough tasks
newcomers can pick, like it just happened.
