prompt and time zone

according to bash(1), there is system-wide /etc/profile
sh(1) also should use it, so you can script it such that
it will behave differently for bash and sh,
maybe via $SHELL or even $SHLVL .

I did not checked if prompt setting will work (i don't bash),
but it surely should.
