${DESTDIR}/etc/$${f##*/} expression

Hi:

Can some of the experienced folks share how the following
expression is evaluated 

[ -e "${DESTDIR}/etc/$${f##*/}" ] || \

i'm keen to understand how the "amd64 -> x86_64" moniker is fed
to this expression and evaluated.
