New mirror in Russia

I was the one who listed Russia in the Asian section.  The reason was
pretty simple, more parts of Russia are part of the Asian continent so

I'm pretty sure everybody will find a Russian mirror if (s)he wants, so
please do not start a bikeshed about the order of the mirror page.  I'm
very happy that we now have a working and ordered mirror page at all.
