mercurial not responding

Dear experts, now put (require 'mercurial) in .emacs to connect
mercurial.el. Then emacs says cannot open load file mercurial so chmod
mercurial.el is my idea welcoming instructions. Same handling works
with linux displaying these keys where also hg clone is unavailable or
unobvious. Thanks for any further instructions
