USB scanner unrecognized on 1.11-DEVELOPMENT

On my setup, even with a kernel printing an uscanner0 line in dmesg, the
scanner never appears in the usbdevs output:

# usbdevs -v

 port 1 powered
 port 2 powered
Controller /dev/usb3:
