You *CAN* put a password on root as long as you do not allow remote
logins of any sort using passwords. Or, for that matter, you can give
root a blank password (so no password is required at all), but only allow
passworded logins on the console. This is what I do.
Putting passwords on other accounts is more problematic because many
remote programs such as ftpd default to allowing passworded logins
on non-root accounts.
