Merging DragonFly make and NetBSD make

yuck.  i once made a lex/yacc version to parse make files, but didn't 
continue with it, as Max took on the commit storm on make.

the ultimate goal was to abstract make in such a way that it is 
possible to get away with recursive invocations for normal tree builds.
