1.4.0 release binaries available

Hi all,
the bulk builds for 1.4 took a while longer, mostly because some pieces
of the infrastructure and some important packages kept changing.
The warning about OS version mismatch is still there, I'll commit a fix
for pkg_add to not consider -RELEASE part of the version soon.

For those interested in statistics, 4913 of 5788 packages were built.
