Problem with url2pkg

Ok, but I don't see makefile in
ftp://packages.stura.uni-rostock.de/pkgsrc-current/DragonFly/1.6.0-RELEASE/i386/net
directory and if I open ucarp-1.1nb1-1.tgz it there
isn't makefile.
Excuse me, but I newbie about DragonFly, Pkgsrc and
generally on BSD systems, where is makefile?
