Why is /etc/dhcpd.conf is missing?

You are absolutely right, but a fully commented-out configfile should 
make no harm. Configuring DHCP is quite an easy job, you can learn 90% 
of it from the configfile (own experience) without any STFW'ing.

    If someone wants to put together a working example we could stick it
    in /usr/share/examples/etc.
Well, one can grab the default one from OpenBSD and tailor it.
