Preview tag updated, release tag will be updated sunday

    I have bumped the sub-version for the development branch and
    synchronized the preview tag with all recent work on the branch.

    Note that I will activate all recent MFC's on the release branch (i.e.
    slip the official release tag) and bump its sub-version on sunday. 
    Most of the MFC'd work is related to SMP stability and a few minor tcp 
    vulnerabilities.
