Mined is supplied with the other sources of Minix, and most sources in
that tarball are missing specific license statements. It's true that the
licensing issue was not clear until IIRC some time around the year 2000,

Hmph. I just compiled that version from FreeBSD's Attic on DFly-current,
and it weighs just 37kB, static and stripped.
