I don't think vi is very useful without termcap. termcap is in /usr.
Guess what :) Basic file modifications can be done with cat alone :)

ee, pico, nano, joe, and others are (resource) cheap and cheerful,
easily squeezed onto a maintenance OS with tools on a 256 MB
cardbus CF with IDE cable.
- not everything will boot from a USB thingie, and not all *BSD
systems own a HDD.
If the system is A-OK, then it matters not where 'favorite editor'
lives.
'favorite editor' may also not be BSDL'ed, so best to leave it
to he who configures and must live with any given box...
