Aside from the large numbers of 'allocated portable' IP's, you may 
backtrack and find:

- an 'Unamed' Government Agency in Beijing.  Fixed IP.  No accident.

- the major universities in Seoul, Taipei, Shanghai, GuangZhou, in about 
that order ....
Students?  Who knows...

Most of these will be more concentrated - will show up and test a whole 
range of ports
before moving on....

Generally harmless to the 'real world' to firewall the entire netblock.
