standard ftpd and PAM

Hello all,

I am lately fooling around with pam trying to understand it.
So my hypothese was when I enable ftp via inetd.conf and comment out all 
rules in /etc/pam.conf I should not be able to login.
But after trying it out I saw that I was still able to log in.

My guess here is that if ftpd cannot authenticate the user over pam it 
uses another method?
Is there an easy way to test pam modules, like a application that only 
authenticates with pam?
