perl utf8 help

im running dragonfly current from couple days ago. it gots a locale for 
en_US.UTF-8 in /usr/share/locale. why perl dont work with it? gives perl: 
warning: Setting locale failed.
perl: warning: Please check that your locale settings:
       LC_ALL = (unset),
       LANG = "en_US.UTF-8"
   are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C"). man don't like it 
either, gives ctype locale: Invalid argument. and when i name a file with 
forigne letters and i do a ls on it it show up as ??????. what i need to do 
to make all this work? i got a lota forigners using my server and i got em 
all using utf-8 and i need this to work.
