Here in Mexico daylight savings time has not been observed since 2023, but 
DragonFly's tzdata is from 2022, so that my time is off by 1 hour right now. 
This patch updates the tzdata to the latest, which is 2026b. The new timezone 
files do not compile with DragonFly's zic(8), so this patch also brings in 
zic(8) and zdump(8) from tzcode with new man pages adapted from FreeBSD.
