On my workstation I *never* mess with security level.
And yes, runs as root.

Well I have bitten myself in my own anatomy over that very issue many a 
time.

In a WinFested + LinScriptKiddie world, I tend to run everything at 
level 2, then forget that until in the middle of a 'makeinstall...'  ;-)
