[PATCHES] Two syscons patches

Hi,

the first patch removes some old syscons ioctls and structs that were in 
there only for backward compatibility to FreeBSD 3.0 and 3.1:

The second patch cleans up the syscons man page a bit and adds a new 
section with ioctl documentation:
