ip_output hardware fragmentation bug

hello,

while working through pf I noticed that we still have a bug that was  
fixed in FreeBSD a while ago:

Cards with hardware fragmentation support will fragment packets also  
when IP_DF is set.
Fixed in rev. 1.199 of ip_output.c:
