archivers/arc dfport

Hello,

This dfport was submitted by a anonymouse DragonFly user at japanese BBS
(called '2ch.net'). Changing from original port is only to add two '__DragonFly__'
for files/patch-ab and it allow to build in CCVER=gcc34 environment. This port is
needed by security/clamav.
