dd is a bootstrap tool, so we shouldn't remove <sys/disklabel.h>
or buildworld fails on a pre-disklabel-untanglement system.

Does it compile if you add
  #include <sys/disklabel.h>
to somewhere near
  #include <sys/diskslice.h>
?
