Is DragonFly using OSS 4.0?

No, DragonFly is not currently using OSS4. I seem to recall a discussion 
about it earlier but can't find it. My guess would be that the only way 
it'll make its way into DF would be through FreeBSD, but NetBSD or 
OpenBSD might also work. But I'm not a developer so what do I know.
