CAPS kernel part

:e library isn't even hooked to the build.  I'm just curious if it is bitr=
:ot and we should remove it, or if we should care about it.

    I'm thinking we will probably throw it out.  Trying to put that much
    sophistication into a kernel ABI was probably a mistake.  The 
    SYSLINK abstraction is going to wind up being a lot more powerful.
