    The only bit I don't understand is this one in
    gnu/usr.bin/cc34/cc_prep/config/dragonfly-spec.h:

ah, very cool, somebody read it completely :)

this makes gcc link libgcc_pic for shared libs and libgcc for static libs.  this is needed for amd64, because shared pic code can't get certain fixups for non-pic libgcc.  the libs still stay static.
