Anything less - even a 'wheel' user - will probably NOT work.
It isn't supposed to work! (Nor do I understand why anyone should want 
it to).
This worked before on 3.9-p1 and now works with Chris's suggestions. 
As I mentioned before in the begining of the thread that this is a nice 
way to veryify that the world builds on a seperate machine before 
commiting and breaking the tree.
