We have the 4.x random system, so entropy harvesting is really low-rent
and is turned off by default. I did clean up the interrupt code to
integrate what entropy harvesting was there (in 4.x it actually
intercepted the interrupt dispatch, which is a terrible idea). The
best solution is to actually bring in the 5.x random system, which I
generally like except for a few nits here and there which can be
easily fixed.
