If you are booting a UP machine on ex a P4 3.06( a chip which has HTT) using 
the patch I posted, no you wouldn't need to enable APIC_IO.

Does FreeBSD-CURRENT fail to boot as well ?

What type of processor(s) and what board is this machine ?
