doc/share/sgml/mirrors.xml and who works on main/download.cgi webpage?

Instead of duplicating the effort also to be in
doc/share/sgml/mirrors.xml, maybe main/download.cgi webpage should not
contain the information, but link to the webpage generated from the
handbook?

I will recreate doc/share/sgml/mirrors.xml from this main/download.cgi
information, if someone will commit the diff I provide.
