dsynth - Do not cross mount boundaries when making template's /etc

    * When making the template's /etc, do not cross mount boundaries.

    * This is a bit of a hack but /etc/namedb sometimes has a "dev"
subdirectory for its chroot area that mounts devfs. This kinda
implodes when we later try to tmpfs it.
