    ndp(8): avoid deleting covering routes and report socket errors
    
    RTM_GET can return a covering route for an absent neighbor. Require the
    requested address and an NDP route before deletion. Return failure for
    routing-socket write, read and reply errors, and pass deletion failure
    to the exit status.
