    if_run: simplify the revision comparison
    
    Revisions below 0x0201 are also below 0x0211. Remove the redundant
    comparison without changing which revisions take this branch.
    
    Note: FreeBSD's and OpenBSD's if_run.c still have this redundant
    condition.
