    rc: Add handler for allow_listen_override.
    
      - This is a follow-up of commit 2ea2781e4d73ee6.
      - Allow setting allow_listen_override globally for all jails,
        by default it is disabled:
    
              jail_default_allow_listen_override    (default: disabled)
    
      - Adjust rc.conf(5) manpage too.
