    kill(1): Don't kill pid -1 on overflow from strtol(3).
    
    Port freebsd/freebsd at 908622a5632a1a9aa5dda2a1fc7ce9f0102f6327
    Store the result in a proper long and then compare to the proper pid_t
    for overflow so that no MD assumptions are made.
