git: inet: unhook and remove rip_ctlinput

    inet: unhook and remove rip_ctlinput
    
    This is no longer needed thanks to rt_purgecloned.
    This also fixes two problems where we would lie about the address
    being removed via RTM_DELADDR and the assumption that the
    subnet route should be removed / moved to another interface.
