    if_tun: Add sysctl net.link.tun.{refcnt,debug}
    
    Add read-only sysctl net.link.tun.refcnt to show the number of opened
    devices.
    
    Add sysctl net.link.tun.debug to be a alias to debug.if_tun_debug.
